At Thiruvananthapuram (Trivandrum)
The Vikram Sarabhai Space Centre (VSSC) is located on the Arabian Sea coastline of Thiruvananthapuram, the capital city of the Kerala state in India.
The Vikram Sarabhai Space Center is ISRO's one of the main Research & Development establishment.
The VSSC is located between the villages of Veli to the south, Kulathoor to east, and Pallithura to the north. The location of VSSC is traditionally and conveniently associated with the nearby village of Thumba which has no border with VSSC.

Yeah Rafi and Syed have given correct answer. Rafi has elaborated it clearly. In fact VSSC is one of the best research and development centers of ISRO and lot of research is going on there on rocket technology.
