If you are looking to apply for Adsense through IRC, you first need to be an active member by posting good reviews and resources. You should reach the gold level and be active for at least 5-6 months, then you can apply for the AdSense program.
Further, at your profile page you should give a few lines about yourself and not just "Iam a cool guy".
For guidance at IRC please send a message to Webmaster Mrs.RajmiArun or to Editor Dr.Apurva Tamhane through their profile pages.
